Elderly Housing Management Corporation (EHMC) offers low income housing apartments for seniors at Pablo Towers, Pablo Suites, and Pablo Hamlet in Jacksonville Beach, FL

The vision of the Beaches Ministerial Alliance, a progressive collaboration in 1973 of members of 19 Beaches churches was to construct Pablo Towers for low income senior housing to meet the needs in the growing Beaches community. Its 213 high-rise apartments for seniors included 45 at an affordable  non-subsidized rate and 168 Section 8-HUD subsidized. 

Next, HUD Jacksonville asked the Pablo Towers Board of Directors to purchase the 104 unit Section-8 unit Cooper Holt Manor in Jacksonville Beach. As a result, Beaches Elderly Housing C was formed in 2002 by the Pablo Towers Board to complete the purchase with EHMC as the management company. The property was then renovated and relaunched as Pablo Hamlet. This effort became the genesis of the EHMC ministry of caring for lower-income seniors by providing “decent, safe and sanitary housing.” 

Pablo Towers completed payment to HUD on the community’s 40-year construction loan in 2013. The remaining funds were directed toward expanding Pablo Towers’ original Community Room into Pablo Suites, a three-story building housing offices, 15 new affordable non-subsidized apartments, and a commercial kitchen with a larger dining area, Pablo Cafe. The Cafe serves healthy breakfasts and lunches to Pablo Towers, Pablo Suites, and Pablo Hamlet residents. This year, Pablo Hamlet is being renovated and expanded into a model elderly housing property with its own Community Center, new services and 50 new affordable apartments.

Today, Beaches Christian Service Corp., Inc., a faith-based nonprofit 501(c)3, continues ownership of Pablo Towers and Pablo Suites with EHMC providing operational management. In 2023, Pablo Towers will be recognized by the community for giving a half-century of service.
